"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.
Don't forget, restraints can bring out the creativity in you!
Now go forth and astound us all with your devious profiles!
Most of the effect was done by copying the image into a second layer and applying the cutout filter to it. I then adjusted the transparency of that layer so the effect was more subtle, also cutting out parts over the face so the filter effect didn't show obscure their features.
I also use a black and white channel mixer on another duplicate layer set to overlay to add some dynamic contrast.
